NSW Research

In 2003, the LGSA appointed the University of Western Sydney (UWS) to undertake a project to explore opportunities for Local Government involvement in natural resource management (NRM). The research was undertaken to identify opportunities for Local Government involvement in NRM, and to articulate a role for Local Government in response to the NSW Government's reforms to NRM. The research discusses strengthening Local Government's role in NRM and developing approaches which meet the aspirations and needs of councils.

NRM Background Paper (2003)

The first phase of this research was the development of a Background Paper to provide an overview of (2003 level) participation by councils in regional NRM arrangements, their contribution to projects (as both leaders and in a support role) and their investment in NRM. the Background Paper outlined possible future directions for NRM, a range of overseas, interstate and local models for consideration and needs in relation to improving NRM in NSW.

NRM Discussion Paper (2003)

The Discussion Paper confirmed the pivotal role and value of Local Government in NRM and outlined key issues which were constraining this role. The Paper includes a number of draft recommendations of new and appropriate mechanisms and processes by which Local Government can fulfil its mandatory role in helping to sustain the natural resources of NSW. 

NRM Forum for Local Government (2003)

The LGSA and Department of Infrastructure Planning and Natural Resources (DIPNR) held a 'NRM Forum for Local Government' in December 2003. Over 150 councillors and council staff participated in the Forum. The Forum comprised a briefing from DIPNR on NRM reforms in NSW, a presentation from UWS on its research and an opportunity to canvass views on options for Local Government interaction with the Catchment Management Authorities.

A number of Recommendations were agreed to at the Forum and were provided to the Minister and Department of Natural Resources for consideration and response. A number of the recommendations have been enacted, including the development of a Memorandum of Understanding (MOU) between State and Local Government.

NRM Survey of NSW Councils (2004)

The LGSA undertook a survey of NSW councils (73% response) in 2004 to identify:

  • Councils' involvement in regional NRM processes, and
  • Councils' capacity building needs to engage in regional NRM.

The results of the survey were collated and a Summary Report is available. Catchment breakdowns of these results were provided to each Catchment Management Authority to assist them in engaging with Local Government in their region (based on councils' capacity to be involved). The survey results will inform the LGSA in pursuing resources, training and other assistance for councils.
