Integrating NRM into Local Government Operations 

 

NRM Guidelines win PIA Awards!

The LGSA, along with Walsh Consulting and UTS Centre for Local Government, have won two prestigious awards at the Planning Institute of Australia's 2009 NSW Planning Excellence Awards. The Guidelines for Integrating NRM into Local Government Operations were winners of the:

  1. Environmental Planning or Conservation category

  2. President's Award (Overall Awards Winner)

This is fantastic recognition of all the hard work that was put in by the entire team involved in the project. Our many thanks to all of the councils, CMAs and agencies that assisted us throughout the Guidelines' development.The Guidelines have automatically been entered into PIA's Annual National Awards for Excellence, held in April next year.

The Background

All local councils in NSW, irrespective of their size or location make a significant contribution to the management and protection of their local natural resources. Local Government is responsible for undertaking, managing, supporting and regulating, a wide range of activities that may impact upon local natural resources, including:

  • managing public land
  • regulating private activities
  • developing and implementing land use planning schemes
  • translating Commonwealth and State government policies for local implementation

The LGSA is currently managing two significant projects aimed at increasing Local Government's effectiveness in delivering Natural Resource Management (NRM). To satisfy objectives for both projects, guidance material has been developed to assist councils in performing their NRM responsibilities.

The Guidelines

Integrating NRM into Local Governmnet Operations

  • Volume 2: Integrating NRM into land-use planning

The Guidelines have been developed by the LGSA, in conjunction with UTS - Centre for Local Government , and take into consideration to the current reforms to the NSW land use planning system and the proposed integrated planning and reporting amendments to the NSW Local Government Act (prepared by the NSW Department of Local Government).

The Guidelines are specifically designed to assist Local Government professionals and elected representatives recognise the challenges facing councils in these changing times, and identify the potential solutions. The Guidelines may also be useful to Catchment Management Authorities (CMAs) and other State or Federal Government agencies involved in supporting NRM in Local Government.

Each volume has a specific target audience:

  • Volume 1 - staff who assist in the development of Management Plans, Annual Reports, SOE Reports; environmental and NRM staff; and those addressing the proposed Integrated Planning & Report reforms. 
  • Volume 2  - staff who work in land use planning, particularly those preparing strategic land use plans, statutory plans (such as LEPs and DCPs) and assessing development projects. 

A series of 10 free one day workshops have been held around NSW by the LGSA to launch the Guidelines.
